GNSS is Global Navigation Satellite System, which is a general description of all such systems (including GPS and Europe's Galileo). China currently has a satellite system named Beidou which is very limited but can guide missiles from China to the US. Also they are deploying a system called Beidou-2 or Compass which is s true GNSS with 35 satellites. They have already started launching some of these satellites several years ago. Not to mention, while it's true that the US controls GPS and Europe controls Galileo, it would be problematic (that's putting it mildly) if the publicly available capabilities of those systems were shut down to prevent a country from using them. (If that is even possible.) So the Chinese, even if they didn't have their own system already being deployed, could use the publicly available functions of both or either existing system for guidance. The non-military functions of Compass will even merge with the 2 existing GNSS to provide a total of over 75 satellites to provide better signal availability to the public sector. And going back to my original post, my real objection was just that it doesn't really look like a street map of Washington DC. you could take probably ANY city laid out in a grid (say Phoenix, AZ) and find a part of it that matches as well as your example of DC did. (Which isn't to say that it matched up well....it didn't.)
