这两天看新闻,大标题中绝对少不了关于这次ZF部分机构SHUTDOWN的危机事件及各大国家公园和旅游景点临时关闭的情况。因为O-B-M政府推行的医改在两党中引起分歧致使国会不能在新的财政年度到来之际给政府的预算拨款(O的医改将于明年1月1号开始实施),导致部分机构不得不关门。
狮子先前一直不清楚也不想弄清楚O-B-M CARE中的具体政策有哪些?因为CC的医保计划中已经包括了狮子的那份,所以一直都没想过要在学校申请保险,对这事也一直没怎么在意。只是突然间,上周学校发工资时,让每个职工同时领一份文件,而且必须要签字以确认领取,并被告之一定要读这份通知,跟这次医改有关。狮子拿回家后一直让文件搁那儿“打盹”呢,直到知道这两天发生的危机,才想起这份通知(通知原文贴在下方)。
危机发生后,就狮子所在的城市,没有看到任何异样,一切正常,甚至都没听同事谈起这事,大家还是象往常一样说着工作,开着玩笑,八卦着家人朋友的糗事。
狮子昨天很好奇地问了下CC对这事的看法,CC说他一开始就不赞成这次医改,但是这已经是去年的事了,当时是通过了。现在两党中的一个在这个关健时刻(10月新的财政年度的到来给政府预算拨款之际)又把它给卡了下来,这不太合理。狮子再继续问时,CC表示他不想谈这事了,不想影响心情,看样子CC对整件事还是很反感。
今天上班时又问了下同事MS.PATTI对这次医改的想法,一说起这事,PATTI就开始摇头,也表示不赞成..........
回家后把文件拿起来看了下,整个文件分两部分,PART A 和PART B 。 A部分是关于医改的基本信息(个人申请医保)。 B部分是 Information About Health Coverage Offered by Your Employer----雇主对雇员提供医保的信息(因为涉及到个人隐私,所以下面只贴出A部分)

PART A: General Information
When key parts of the health care law take effect in 2014, there will be a new way to buy health insurance: the Health Insurance Marketplace. To assist you as you evaluate options for you and your family, this notice provides some basic information about the new Marketplace and employmentbased health coverage offered by your employer.
What is the Health Insurance Marketplace?
The Marketplace is designed to help you find health insurance that meets your needs and fits your budget. The Marketplace offers "one-stop shopping" to find and compare private health insurance options. You may also be eligible for a new kind of tax credit that lowers your monthly premium right away. Open enrollment for health insurance coverage through the Marketplace begins in October 2013 for coverage starting as early as January 1, 2014.
Can I Save Money on my Health Insurance Premiums in the Marketplace?
You may qualify to save money and lower your monthly premium, but only if your employer does not offer coverage, or offers coverage that doesn't meet certain standards. The savings on your premium that you're eligible for depends on your household income.
Does Employer Health Coverage Affect Eligibility for Premium Savings through the Marketplace?
Yes. If you have an offer of health coverage from your employer that meets certain standards, you will not be eligible for a tax credit through the Marketplace and may wish to enroll in your employer's health plan. However, you may be eligible for a tax credit that lowers your monthly premium, or a reduction in certain cost-sharing if your employer does not offer coverage to you at all or does not offer coverage that meets certain standards. If the cost of a plan from your employer that would cover you (and not any other members of your family) is more than 9.5% of your household income for the year, or if the coverage your employer provides does not meet the "minimum value" standard set by the Affordable Care Act, you may be eligible for a tax credit.1
Note: If you purchase a health plan through the Marketplace instead of accepting health coverage offered by your employer, then you may lose the employer contribution (if any) to the employer-offered coverage. Also, this employer contribution -as well as your employee contribution to employer-offered coverage- is often excluded from income for Federal and State income tax purposes. Your payments for coverage through the Marketplace are made on an after-tax basis.

1 An employer-sponsored health plan meets the "minimum value standard" if the plan's share of the total allowed benefit costs covered by the plan is no less than 60 percent of such costs.
